The Independent Police Conduct Authority has found that an officer’s third use of a Taser on a man in Christchurch was disproportionate and unjustified.

The Authority found that Police did not assess and monitor an at-risk female prisoner appropriately while she was in custody. The Authority was unable to determine whether or not Police used excessive force against her.

The Authority found that an officer was justified in using pepper spray against the complainant. The first deployment of the Taser by the officer was justified and in accordance with Police policy. The second and third deployments of the Taser were also justified in the circumstances and the force used was reasonable.

The Independent Police Conduct Authority released a report today finding that two Police officers were justified in shooting a man following a domestic incident in Kerepehi, Waikato, on 21 October 2014. The man survived the shooting but suffered several serious injuries as a result.
