Senior Advisor Organisational Planning and Performance

The IPCA is an Independent Crown Entity established by the IPCA Act to investigate and resolve complaints against the Police.  The IPCA receives and investigates complaints alleging misconduct or neglect of duty by Police employees, or concerning any practice, policy, or procedure of the Police. 

The IPCA also investigates incidents where a Police employee causes, or appears to have caused, death or serious bodily harm. The IPCA also has responsibility for monitoring and reporting on Police custodial facilities as a National Preventive Mechanism under the Optional Protocol to the Convention Against Torture (OPCAT).

The Senior Advisor Organisational Planning and Performance is a key position that supports the Manager: Corporate to deliver across a wide range of corporate functions, and to provide assurance to the Board, Chair and General Manager around compliance and internal policies and procedures.

As a small Crown Entity, this role has a breadth of accountabilities often split across multiple roles in larger organisations. Adding to this is the variety with ongoing implementation of compliance and improvement initiatives so your work won’t be confined purely to the job description.   This offers you the opportunity to showcase your strengths and experience to date while able to develop your career in other areas.

You will support the Manager: Corporate in the delivery of the following areas:

  • Core accountability documents such as SOI, SPE, annual and quarterly reports
  • Strategic and business planning, including development of the work programme and progress reporting
  • Organisation performance metrics and reporting
  • Risk management
  • Budget bids
  • Meeting compliance obligations, using the Comply With tool and subsequent implementation project work needed
  • Quality Assurance on internal policies and Board papers as required
  • Annual and adhoc audit requirements
  • Responses to Select Committee questions

We are looking for a high performer with experience in a role where you were responsible for developing quality reporting and performance measurements. You will need to be flexible, proactive and comfortable having an adaptable approach, with the ability to respond to changing needs quickly and easily.

To be successful in this role you will also need the following:

  • A strong understanding of the machinery of government processes that underpin the operations of the public sector, such as Cabinet and parliamentary processes, accountability, and the performance, reporting and financial management processes and requirements
  • Strong relationship building skills, the ability to identify and alleviate risk, and a focus on continuous improvement.
  • Willingness to learn and are self-directed
  • Demonstrated ability to write high quality plain English reports covering complex material
  • Strong problem-solving and analytical skills
  • Attention to detail and demonstrated planning or project management skills
  • Demonstrated ability to make sound inferences and apply sound judgement
  • Cultural awareness and recognition of the Treaty of Waitangi as New Zealand's founding document
