Following the resignation of former Deputy Commissioner Jevon McSkimming, Police conducted a review of their electronic devices using newly implemented monitoring measures.
As a result of that review, Police identified 21 employees who used the Police network and/or Police-issued mobility devices to conduct web searches containing terms that may indicate access to pornographic or other concerning material. The Authority was notified of each of these cases.
Of the 21 matters, Police identified four cases which required separate investigation. The Authority is overseeing the investigations into these four separate matters which are ongoing.
The Authority oversaw the Police investigations into the remaining 17 cases which have now concluded. These matters involved varying levels of inappropriate internet misuse from regularly viewing pornographic material on Police mobility devices both on and off duty to a single inappropriate search.
For each matter, cyber security investigators collected evidence relating to the specific actions and the material viewed. From there, Police reviewed the evidence to determine the severity of the matter and conducted an employment process with each employee before deciding on the appropriate employment outcome. These outcomes ranged from findings of high-end serious misconduct to policy breaches, with the resulting employment sanctions reflecting the level of severity.
In each instance, the Authority was satisfied with the Police investigation and agrees with the outcome reached.
