The Authority oversaw a Police investigation into an allegation a Police officer struck a man in the face while he was handcuffed and restrained by two other officers.
Police investigated and found that although there was evidence of assault, the test for a criminal prosecution was not met. However, a subsequent employment investigation found that the officer’s actions toward the restrained man did not reflect respectful or professional policing as defined under the Police code and amounted to misconduct.
The Authority agrees with the outcome reached.
