Force used by Police justified while enforcing Covid-19 Level 4 lockdown restrictions in Canterbury

The Authority oversaw an investigation into an allegation Police used excessive force when attending an address in Canterbury during Covid-19 Level 4 lockdown. There were more than 20 intoxicated people present who were in breach of lockdown restrictions and became obstructive towards Police, throwing glass bottles and shouting abuse.

Police attempted to break up the party and were met by resistance. As a result, Police were required to use force during the arrest of three individuals.

Police found the use of force to be reasonable and proportionate in the circumstances. The Police investigation also reviewed CCTV footage from the Police Station where it was alleged two of the men were subjected to further excessive force. However, this was found not to be the case.

During the investigation, an officer was identified as using inappropriate language and Police dealt with this by means of a performance conversation.

The Authority agrees with the Police findings and outcome.
