Each works full-time for the Authority and has executive duties.
Under the Independent Police Conduct Authority Act 1988, a further two part-time members may be appointed to the Authority to represent community interests.

Parliament established the Board in October 2008 when it ratified the appointment of Mr Galbraith and Mel Smith, who served as a Board member until November 2009. Prior to the establishment of the Board, Justice Goddard served as the sole Authority since her appointment in February 2007.
