People and structure

The Authority has three members, who are appointed by the Governor General on the advice of Parliament.

Each works full-time for the Authority and has executive duties.

Under the Independent Police Conduct Authority Act 1988, a further two part-time members may be appointed to the Authority to represent community interests.

The Authority

Justice Lowell Goddard – Authority Chair

Justice Lowell Goddard, a Judge of the High Court, was appointed Chair of the Independent Police Conduct Authority in February 2007 for a term of five years. More >>

Mel Smith – Authority member

Former Ombudsman Mel Smith was appointed as a Member of the Authority in 2008. More >>

Allan Galbraith – Authority member

Allan Galbraith has been the Authority’s Manager Investigations since 2003 and was appointed as a Member of the Authority in 2008. More >>

Parliament established the Board in October 2008 when it ratified the appointments of Mr Galbraith and Mr Smith. Prior to that, Justice Goddard served as the sole Authority since her appointment in February 2007.

Staff

The Authority is supported by Chief Executive Fuimaono Les McCarthy, and by:

  • two Investigation Teams
  • a Complaints Management Team, which is the first point of contact for enquiries to the Authority, and maintains oversight of complaints and contact with complainants until a complaint is resolved
  • A Review Team, which reviews Police investigations to ensure they are carried out properly
  • communications and support staff.
