They comprise: Manager Investigations Allan Galbraith; two investigation team leaders; and six investigators or investigative analysts.
Four of the nine were appointed in 2008, almost doubling the Authority’s capacity for independent investigation.
Together, the Authority’s investigative staff have had experience in police and other investigative work in the United Kingdom, Canada, New Zealand and other international jurisdictions.
Their collective experience includes investigation of homicides, terrorism, war crimes, fraud and corruption, organised crime, drug enforcement, and a wide range of other criminal conduct, as well as investigation of allegations of Police misconduct both for the Authority and for the Police Professional Standards division.
Their expertise has been recognised with international secondments. In 2009, Authority investigator Norm Cook served as a mentor for police complaints investigators in East Timor, supported by the United Nations Development Programme; and in 2008, former investigation team leader Bob Grinstead headed a team investigating the murders of more than 1100 people for Kenya’s Commission of Inquiry into Post Election Violence.
Investigative staff work in teams. The integrity of their work is assured through peer review and through oversight from the Manager: Investigations and the Authority Chair.
